When a notice arrives, it is tempting to call the first name on a flyer or door hanger. A better starting point is the water supplier itself. Many suppliers, including city utilities, keep a list of testers whose certification they accept and whose reports they will take.

From there, compare a few options on what is included, not just on the headline price. A low test price that excludes report filing, retests or repairs can end up costing more time and money.

Tester certification vs contractor license

Backflow tester certification

  • Shows the person is trained to test assemblies.
  • Must be a certification the water supplier accepts.
  • Applies to the individual doing the test.
  • Ask to see it and when it expires.

CSLB contractor license

  • Needed for plumbing work like replacing assemblies or repiping.
  • Applies to the business doing the work.
  • Look it up at cslb.ca.gov by license number.
  • Check that it is active and covers the work.

Vetting checklist

  • The tester appears on the water supplier's accepted list, if it has one.
  • Current tester certification, shown on request.
  • A CSLB license number for any repair or replacement work, checked at cslb.ca.gov.
  • A written price that says what the test includes.
  • Clear answer on who files the report and how.
  • Clear answer on what happens and what it costs if the device fails.
  • Names of the people who will actually be on site.

Questions to ask on the first call

  1. Are you on the accepted tester list for my water supplier?
  2. Can you send your certification details and CSLB license number?
  3. Will an employee or a subcontractor do the work?
  4. Will I get a copy of the report with the readings?
  5. If the device fails, can you repair it on the same visit?

Common questions

Does the city do the testing itself?

Usually the owner hires a certified tester, and the supplier receives the results. Your notice explains how it works for your device.

Is a plumber automatically a certified backflow tester?

No. Some plumbers hold tester certification and some do not. Ask specifically.

Can I test my own device if I get certified?

Rules on who may test and submit results come from the water supplier. Check with the city.
