Building drain

Sewer lateral
The pipe that carries waste from the building drain to the public sewer main, usually under the yard and sometimes under the sidewalk or street.
Sewer main
The public pipe, usually under the street, that serves many properties.
Cleanout
A capped access point into the building drain or lateral.
Permit
Approval from the local building department to do certain work, often followed by an inspection.

Who owns which pipe

In general, the homeowner is responsible for the building drain and at least part of the lateral. Where that responsibility ends, whether at the property line, at the sidewalk, or at the connection to the main, depends on local rules. Public sewer mains are maintained by public agencies.

Because those boundaries vary and can change, this guide does not state them for Cypress. If a problem is near the street, under the sidewalk or at the connection to the main, check with the City of Cypress before work starts.

Before a lateral repair

  1. Get the camera footage and location.Know where the problem is, how deep, and how far from the house or the street.
  2. Ask the city about responsibility. If the problem is near the street, ask who is responsible for that section.
  3. Confirm the permit.Ask the contractor whether a permit is needed and who will obtain it. Licensed contractors generally pull permits for work they perform.
  4. Call before digging.Excavation requires locating underground utilities first. California's 811 call-before-you-dig service handles this; the contractor typically arranges it.
  5. Plan for inspection. If a permit is issued, the work is usually inspected before it is covered back up.

Questions for the city

  1. Where does my responsibility for the sewer lateral end?
  2. Does this repair need a permit, and what inspections are involved?
  3. Is there anything special about work in the parkway or sidewalk?
  4. Are there records showing the sewer connection for my address?

Common questions

Does drain cleaning need a permit in Cypress?

Routine clearing is generally treated as maintenance and does not need one, but check with the city if you are unsure about a specific job.

Who pays if the clog is in the city's sewer main?

Problems in the public main are generally handled by the public agency. Contact the city if neighbors have backups at the same time.

Can I do lateral repair myself?

Excavation, utility locating, permits and inspections make this a job for a licensed contractor in most cases.
