Why a regulator changes the picture

In an open system, water warmed in the heater can expand back out through the service line toward the main. Many pressure regulating valves, and any check valve or backflow device on the incoming line, stop that from happening. The plumbing becomes a closed system.

In a closed system, each heating cycle squeezes the same water into the same pipes. Pressure rises until a fixture lets some out, a toilet fill valve weeps, or the water heater's temperature and pressure relief valve opens. Many hillside homes in Coyote Hills have regulators because of high incoming pressure, so this is a common pairing.

Terms you will hear

Closed system
Plumbing where water cannot flow back toward the street, usually because of a regulator or check valve.
Expansion tank
A small tank on the cold line near the water heater, split inside by a rubber bladder or diaphragm with air on one side.
Pre-charge
The air pressure in the tank before it is connected, normally set to match the house water pressure.
Waterlogged
A tank whose bladder has failed or lost its air charge, so it fills with water and no longer absorbs expansion.
T&P valve
The temperature and pressure relief valve on the water heater, a safety device that opens when either gets too high.

Signs of thermal expansion trouble

How a tank is typically sized and set

  1. Measure house pressure. The plumber reads static pressure after the regulator; the tank's pre-charge is matched to it.
  2. Consider heater size.Tank size depends on water heater capacity and house pressure, using the manufacturer's sizing chart.
  3. Set the pre-charge.Air pressure is adjusted with the tank disconnected or with the water side relieved, not while full.
  4. Support and secure. The tank is mounted so its weight does not hang on the pipe, and the water heater's seismic strapping is checked at the same time.

What affects the scope of the job

FactorWhy it matters
Existing tank conditionA waterlogged tank is usually replaced rather than recharged.
Heater locationGarage, closet or attic installs differ in how easily a tank can be supported.
Pipe materialConnections to old galvanized or copper may need adapters.
Related repairsRegulator service or a new relief valve may be recommended at the same visit.
PermitWater heater work can require a permit; check with the City of Fullerton or ask the plumber.

Common questions

Do tankless water heaters need an expansion tank?

Tankless units hold much less water, so expansion is smaller. Whether a tank is still recommended depends on the system and local requirements; ask the plumber and check with the city.

Can I check the tank myself?

You can tap it and gently press the air valve core. Water at the air valve means the bladder has failed. Leave pressure adjustments to a plumber.

How is this different from a pressure regulator problem?

A failing regulator lets street pressure in. Thermal expansion raises pressure from inside the house. Both can look similar, which is why gauge readings over time help.
