The situation
Illustrative example. Not a real job or customer.
A homeowner in an older Fullerton neighborhood has had two main-line clearings in a year. A camera inspection after the second shows mostly sound pipe, but near the end of the run, under the parkway strip, a clay section is cracked and packed with thick roots. A large street tree stands a few feet away.
- The plumber locates the camera from above and marks the spot on the parkway.
- The homeowner notes the distance and location on a sketch map of the lot.
- The homeowner contacts the City of Fullerton to ask who is responsible for the lateral at that point and about rules for the parkway tree.
- The homeowner asks for a written spot-repair scope that addresses permits, the tree's roots and restoring the parkway.
- A second licensed plumber reviews the same footage and gives a comparable scope.
By settling responsibility and permit questions with the city before agreeing to any digging, the owner avoids starting work that might need to be redone or approved differently.
The questions in order
- IfThe damage is on the owner's portion of the lateralThenThe owner arranges the repair with a licensed contractor and any required permit.
- IfThe damage may be in a portion the city handlesThenThe owner follows the city's guidance before hiring anyone.
- IfRepair requires cutting large roots of the street treeThenThe owner asks the city what is allowed and how the tree will be protected.
- IfLining could avoid digging near the treeThenThe owner asks whether the pipe at that point is a candidate.
Why the parkway changes things
Root damage under a front lawn is usually a matter between the homeowner and their contractor. Under the parkway, two more parties may be involved: whoever is responsible for that stretch of pipe, and whoever is responsible for the tree. Answers vary by city, which is why the owner in this example asked the City of Fullerton directly instead of assuming.
The tree itself was not the root cause of the problem. The cracked clay was. Keeping that distinction clear helped the owner focus on fixing the pipe.
What the owner had ready before calling the city
- The distance from the cleanout to the crack.
- A photo of the marked spot on the parkway.
- A clip or still from the camera footage.
- The house address and a short description of the planned work.
Common questions
Is this based on a real Fullerton case?
No. It is a hypothetical example to show the questions involved when damage is near a parkway tree.
Will the city pay for repairs under the parkway?
This page cannot say. Responsibility is set by the city, so ask the City of Fullerton about your specific address.
Should the tree be removed?
Removing a tree does not fix a cracked pipe. Any action on a parkway tree should be discussed with the city first.
