What to ask, and why

How do I check a plumber's license?
Ask for the contractor's CSLB license number and look it up at cslb.ca.gov. The record shows whether the license is active and which classifications it covers.
Should I get a repair price and a replacement price?
On an older heater, yes. Asking for both in writing lets you compare the cost of a part against the remaining life of the tank before anything is done.
Who will actually do the work?
Ask whether the company's own employees or a subcontractor will be in your home, and whether that person is covered by the same license.
What happens to the old water heater?
Ask whether removal and disposal of the old unit are included in the written price, so there are no surprises on the day.
Will the new heater be strapped and vented correctly?
Ask the plumber to confirm seismic strapping, venting and the gas or electrical connection are part of the job, and whether a city permit and inspection apply.
Can I relight the pilot myself?
Many tank heaters have relighting instructions on the label. Never relight if you smell gas, and stop if the pilot will not stay lit after following those instructions.
