Compare the scope before the total
One quote may include new straps, a new shutoff valve, an expansion tank, the permit and haul-away. Another may list only the heater and labor, with everything else added on the day. The bottom-line numbers then mean little until the scope matches.
Ask each plumber to put their quote in writing and to answer the same questions. Then fill in this worksheet. Any blank box is a question to ask before you choose.

Using the worksheet
- Send the same facts to everyone.Share your label record, photos and the heater's location so each quote starts from the same information.
- Fill in each column.Go line by line through each written quote.
- Ask about every blank.Call back with the gaps. A clear answer is part of the comparison.
- Compare the complete scope.Only once the boxes match is the price comparison meaningful.
Reading the results
- IfOne quote leaves out straps or the permitThenAsk whether they cost extra or were left out of the plan. Both are important for a California install.
- IfQuotes recommend different sizesThenAsk each plumber to explain why, using your household's peak use.
- IfOne plumber wants to change fuel or typeThenAsk for the same-type option too, so you can see the difference in scope.
- IfA quote is vagueThenAsk for it to be rewritten in detail before you decide.
Common questions
Why are water heater replacement quotes so different?
They often cover different scope: straps, valves, expansion tanks, venting, permits and haul-away. Line them up item by item to see the real difference.
Can I get a firm quote over the phone?
Usually only after the plumber has seen the heater or clear photos of it, its label, vent and connections.
What if the plumber finds more work once the old tank is out?
Ask in advance what could change the price and how they will let you know before doing extra work.
